Responsibilities
The Programme Lead, Resourcing for APAC (R4APAC), leads a region-wide, multi-workstream transformation to build workforce capability, skills infrastructure, and recruitment strengths aligned to DSC APAC's S2X30 Growth Strategy. The role integrates six interdependent workstreams, driving standardized, digital, and data-led talent initiatives across APAC while ensuring cohesive delivery and stakeholder alignment.
Strategic Program Leadership & Change Management
- Define and lead the R4APAC strategy to deliver future skills and capabilities roadmap to support 2X30 Growth
- Partner with business and functions to identify critical and future skills gaps
- Design and deploy a structured Change Management strategy for R4APAC
- Leverage data, AI, and technology to build talent pools and improve resourcing efficiency
- Collaborate with internal SMEs and external partners to deliver program outcomes
Program Management Office & Governance
- Design and manage overall R4APAC program deliverables and governance
- Support Program Sponsors/Owners with roadmaps, concepts, and reporting as needed
- Track workstream deliverables, dependencies, risks, and milestones
- Lead program forums, syncs, and cadence management across workstreams
- Deliver integrated program updates and communications for senior stakeholders
Cross Workstream Leadership & Team Engagement
- Ensure alignment, integration, and risk management across all workstreams
- Coach and guide Workstream Leads on priorities and deliverables
- Monitor engagement and sentiment; recommend corrective actions where needed
- Partner with HR and business stakeholders (TA, HRBP, SD, OE, Ops, IT) to ensure consistent understanding of program direction
Change Enablement & Communication
- Define and execute R4APAC change and adoption approach
- Design and facilitate stakeholder workshops and leadership engagements
- Develop and deliver program communications (newsletters, FAQs, decks)
- Lead community calls and support stakeholder engagement activities
Vendor & Technology Management
- Lead solution demos, dashboards, testing (UAT/SIT), and feedback loops
- Manage external partners and ensure data privacy and compliance
- Partner with ITS/AIDA on dashboard design, integration, and costing
- Review and refine external consultancy proposals as required
- Lead engagement with Epitome (external partner), including dashboard testing, content refinement based on inputs from Workstream Leads
Requirements
- Bachelor's degree or higher in Business Administration, or related field.
- Minimum 5-7 years of experience in program management
- HR operational knowledge and recruitment process understanding preferred
- Knowledge and experience with managing change and transformation programs
- Experience in vendor management and project management
- Comfortable with Data & Digital platforms (Phenom, Assessment tools, Data analysis, dashboards)
- Agile mindset with ability to guide/make decisions- including in changing situations
- Influencing & stakeholder management (senior stakeholders across cultures)
- Problem solving mindset & good command over communication
- Strategic & logical/analytical thinking – being outcomes focused
